EXECUTIVE BOARD MEETING

Meeting called to order by President Dennis Zukowski at 9:34 A.M.

Item 1. Unfinished Business:

Max Sommers grievance dealing with maximo and dishonesty.  Executive Board Members were asked how should the Local deal with Max Sommers’ grievance.  Motion by Butch Hamilton Local 483 should arbitrate Max Sommers’ grievance.  Motion Second by Tim Wells.  Motion carried.

 

Empowerment- Newell Collins is ready to start scheduling empowerment meetings.  Butch Hamilton suggests that Newell setup a tentative schedule of meetings.  Newell will meet with Butch Hamilton and Billie Kimble on June 30 in Victorville.  The three Board Members will work together and prepare an Empowerment meeting schedule.

 

Negotiations will begins next week on the Retirement, Pension, and Medical Benefit contracts.  The Company has stated Medical insurance premiums will increase. There is a problem with the out of area providers in the desert area.  The Company is interested in making changes to address the problem.

 

DISCUSSION was held on Marcia Scott’s complaint.  An Administration Clerks 3 with less seniority than Marcia Scott was given an Administration Clerk 5 job.   Marcia Scott had a bid in for the job and was the senior bidder.  It was determined that Ms. Scott, as a base assistant, was not in the line of progression to the Administration clerk 5, position. Administration Clerk 3 is in direct line of progression.

 

Four hundred fifty people attended the Safety Congress Committee meeting held on June 6. Airline pilot, Captain Al Hanes, from United Airlines, was guest speaker. Captain Hanes piloted flight 232 on July 19, 1989.  The DC 10 crashed in Sioux City Iowa.  There were 184 survivors and 112 fatalities.  During his speech, Captain Haynes emphasized the need for training, following procedures, keeping lines of communication open and preparation.

 

During the meeting, Playa Del Rey received an award for its’ ergonomic program. Eugene Covington accepted the award on behalf of the PDR.

 

Rick Collins, of Environment and Safety Services, has resigned his position as Safety Consultant.  The Company is looking for a temporary replacement until a permanent Safety Consultant is chosen.

 

Butch Hamilton, Instrument Specialist from Victorville, name was submitted as a temporary replacement for Rich Collins. If Butch Hamilton, is picked a shop steward will be appointed to fill in for Butch Hamilton.

 

It has came to the Union’s attention that some Transmission personnel are being trained in Tree Cause Analysis.  This training is designed to aid in determining who is at fault in vehicle accidents.

 

The Company is investigating the probability of injecting of bio-solid waste into the wells at Honor Ranch. The process it design to produce methane gas. Bio-solids are also being spread along the path of transmission line 130.  Taft employees have been instructed not to enter the area unless there is blowing gas. 

 

Item 2. Secretary-Treasure report.  Secretary/Treasurer handed out Minutes of the last meeting, and financial statements for the quarter ending March 30. Motion to approve Secretary/Treasurer report. Motion second. Motion carried.

 

Item 3. New Business

The National Utility Workers Union of America has called for a one day Special Convention to be held in Washington DC on July 15.  The convention proposes is to vote on a constitutional change.  The constitutional amendment would allow the National to transfer funds used to fight deregulation from the general funds. Motion by Billie Kimble, to send only one delegate, President Dennis Zukowski.  Motion second by Newell Collins.  Motion carried.

 

Incentive proposal: Executive Board has instructed the President to send a letter to the Company stating that Local 483 wants to start negotiations on incentive pay as per agreement reached last year with the empowerment agreement.   Executive Board gave Dennis several ideas on the kind of program it felt would be expectable to our members.  The Board also agreed that any member classified as less than Satisfactory should not be included in the Incentive program.

 

Since December of 1998 Local 483 has not been a member of the Gas Workers Union Council.  Now that San Diego Gas and Electric and Southern California Gas Company are moving toward a full merger of the two companies, Gas Company, Executive Board Members believes Local 483 should be a part of the GWUC.  Motion by Billie Kimble to have the President and Secretary investigate rejoining the Gas Workers Council.  Motion second by Tony Espinosa.  Motion carried.

 

The Max Sommers’ arbitration has been settled. What to do with King Manansala, Gas Dispatcher, at Gas Control is the question the Union now faces.  King received the Dispatcher job over Max Sommers. A letter should be sent to Bret Lane asking the Company to follow pass pratices. Motion by David Brown, President Zukowski should send a letter to Bret Lance asking the Company to follow past practices.  Motion second. Morton carried.

 

Dues in the Arrears: Secretary Treasurer believes it is time to collect all our due in arrears.  The program of allowing members to make installment payment has not been successful.  Executive Board Members want the Secretary to contact Attorney Rothner before processing with court action.  It was also suggested that Ruffner, the National Secretary maybe able to provide some assistance in the issue.  Motion by Tim Wells to use a collection agency to collect due in arrears.  Motion second by Tony Espinosa.  Motion carried.

 

Butch Hamilton raised an issue Senior Instrument Specialist hired off the street.  How many Senior?  Disagree with hiring off the street. There are two seniors in Blythe. How should the union approach the problem? Dennis, Newell, and Butch will look into it

 

Item  4. Area reports

Ron Necessary: Taft employees had a round table discussion.  The central issue focused on trying to get one individual to pick up the slack.  Newell Collins suggests caution be used when addressing these sorts of problems.  It is management problem.  Management should handle disciplinary problems.

 

Tim Wells: Aliso Canyon is going to two-man crew.  One man in the plant and one in the field.  A containment wall will be installed around the second dehydration plant to contain any spills that might occur.
