EXECUTIVE BOARD MEETING

November 4, 2000

Meeting called to order by President Dennis Zukowski at 9:30 A.M.

Item 1. Secretary-Treasure report.  Secretary/Treasurer handed out Minutes of the last meeting, and financial statements for the quarter ending September 30th. Motion to approve Secretary/Treasurer report and Minutes.  Motion second. Motion carried.

 

 

Item 2. Unfinished Business:  The decision on what to do with the Cope Fund was raised by the Secretary – Treasurer.  At our last meeting, the decision was put on hold.  Secretary/Treasurer would like to return the money to the contributors. Motion by David Brown to give the balance of the Cope Fund back to the contributors after deducting for final bills.  Motion second by Ron Necessary.  Motion carried.  Secretary/Treasurer to call Glen Rothner to see if money can be used to bring dues current for those individual who are delinquent in their dues. 

 

Item 3.  New Business:  Since Newell Collins is retiring effective December 1, 2000, a special election should be held in Blythe to replace him.

 

Empowerment update:  So far, three presentations have been given.  At the Newberry presentation, supervisors felt that the Union was engaging in supervisor bashing.   Butch Hamilton, (our empowerment guru), and his team, were simply trying to show incidents where management instituted command and control.  The Union will continue updating presentation in an effort to show the positive side of Empowerment.  As of November, Mike Middleton and Rudy Weibel have not attended any of the meetings. The Union is trying hard to show how the Company, its employees and supervisors can win with Empowerment. 

 

Union officers have an obligation to keep the process alive.  Union officers must perform a face-lift from the old way of doing business, command and control, to an environment of empowerment.  Complaints where there are failures must be elevated to the Over Sight Committee.   Union officers must remember to stay within guidelines of NLRB.

 

How supervisors are broken down (example one supervisor over two departments), could affect how the teams interact.  Teams should continue to measure, monitor, and adjust.

 

Executive Board Members voiced concerns regarding safety.  There are many questions needing answers.  Such as: Are we satisfied with the way safety concerns are progress-ing?  Should Butch Hamilton and Tim Wells continue as safety representatives for Storage and Transmission?  PDR Saftey representative: What is going on with the letter?  There is need for more then one safety representative.  The Union has a problem with the Company picking safety representative for the Union. The Union has a safety concern regarding Ed Wager, safety representative for the Company.  He is presently wearing two hats.  Union feel more than one person is needed to handle the concerns for Storage and Transmission.  The Executive Board wants a letter sent to Rudy Weibel and Mike Middleton voicing the Union concerns. 

 

Motion by Newell Collins, that the Union should appoint one representative from Transmission and one representative from Storage to handle the Union safety concerns.  Motion second by David Brown.  Motion carried.

 

Motion by Billie Kimble to have Tim Wells and Butch Hamilton continue as safety representatives for the Union. Motion second by Roy Bozarth.  Motion carried.

 

Shop committee: Individual issues that affect a work group should be handled in Shop Committee.  Shop Committee can be useful if all parties agree that the item up for discussion is workable.  Shop Committee can be used to your advantage.

 

Automation: How do we fight automation?

The question was raised, Are we intervener?  The answer is yes.  With CUE, California Utility Employees, we are interveners.

 

Thus far, Dennis Zukowski has received some of the information he requested from the Federal Energy Regulatory, (F.E.R.).

The Union must attack the permitting process, contract Public Utility Commission safety representatives.

 

Motion by Tim Wells President Dennis Zukowski is instructed to intervene in

all aspects, humanly possible,`~ to stop automation and one-man crew.  Motion second by Billie Kimble. Unanimously carried.

Motion by Butch:  Union to buy Newell a jacket as a retirement gift from the Union.

Motion second.  Motion carried.

 

Motion from the floor:  From this day forward all new retiree, from Local 483, will receive a Jacket from the Union as a gift upon retiring from the Gas Company.  Motion Second.  Motion carried. 

 

Motion the next union meeting will be in Santa Barbara in January 2001.
