Overview
Provides technical expertise and advanced administrative support in researching, developing, reporting, and compiling records of Company pipelines and related facilities, as well as pipeline construction, and maintenance activities. Assists in construction planning activities.
Essential Duties and Responsibilities
- Performs duties to Company guidelines and established safety procedures.
- Performs various administrative support functions requiring independent judgment and analysis in controlling, maintaining, and developing office routines, records, and files.
- Develops regular and special compilation, surveys or studies and prepares subsequent reports on subjects such as lease agreements, pipeline footage, pipe requirements, excavation permits, leak data, incident reports, street vacations, city annexations, and possible involvement with outside construction. (Varies by assignment).
- On some assignments, reviews main installation and replacement projects to determine easement requirements, researches public records to determine legal owner(s), prepares right-of-way descriptions and drawings based on written descriptions and parcel maps, secures signature of legal owner(s) and records documents with appropriate agencies.
- Maintains location class surveys, tap records, pipeline footage and related facilities. Maintains pipeline summary records and submits updates when requested.
- On some assignments, monitors Underground Service Alert notices for involvement and prepares documents requesting pipeline location.
- On some assignments, assists in the reconciliation of project material by preparing related documents and processing material ordering documents for projects.
- On some assignments, assists higher level planning personnel in taking measurements, determining pipeline location, and setting up and operating a transit for land survey.
- On some assignments, performs sketching for pipeline construction projects. Draws sketches according to Company approved drafting procedures and symbology. Sketches may be done on paper or via computer aided drafting software. Prepares and interprets legal descriptions.
- Performs general clerical duties, including ordering necessary supplies, maintaining control of billings to be approved for payment, typing bid packages, special specifications, correspondence, and related forms, etc. Prepares payroll documents, determines that labor hours are properly segregated by function, and reviews accounting documents for completeness.
- Analyzes various documents including payments involving the use of proper accounting principles and established practices. Reviews charges for accuracy and reasonableness and routes for approval.
- Maintains files for correspondence, reports, work order projects, mapping documents, city annexations, and rights-of-way. Coordinates revisions to mapping documents.
- On some assignments, maintains liaison with legal agencies and provides work direction to maintenance or construction field crews.
- Prepares written reports and documentation utilizing spreadsheet and word processing programs. Effectively completes related paperwork, forms, and documentation.
- Extracts information from and inputs data into both mainframe and personal computer systems.
- Responsible for the safe operation and maintenance of Company vehicles and radios.
- Assists other work groups as needed.
- Performs various other equivalent or lower grade functions.
Contacts
Frequent contacts include both Company and external personnel such as vendors, property owners or their representatives, governmental agencies, Underground Service Alert users, other planning personnel, supervisors, field crews, etc. Contacts may be in person, via computer or telephone, or in writing.
Minimum Qualifications
Must possess a valid California driver's license. Must pass a pre-employment drug test if a new hire or moving from a non-safety sensitive job. All incumbents are subject to participation in the Company's random drug testing program. Must pass pre-qualification examination. Must pass formal training for the position. Must demonstrate knowledge of typing and the ability to operate a ten-key adding machine. Some assignments may require a qualified typist. Must demonstrate ability to operate personal and/or mainframe computers, associated applications, and peripheral equipment. Some positions require knowledge of pipeline-related field practices, procedures, and operations and/or Company accounting procedures and operations.
Desired Qualifications
Experience with office equipment and relevant personal computer software applications. Field pipeline experience. Vocational training in surveying or civil drafting.
Other
Must be available for emergency call outs and be able to work occasional extensive hours.
Physical Demands
Light - Frequent lifting and/or carrying of objects weighting up to 10 pounds with lifting up to approximately 20 pounds, as required. Even though the weight lifted may be only a negligible amount, a job in this category requires walking or standing to a significant degree, or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
Environmental Conditions
Works both inside and outdoors. Indoor assignments are in a typical office setting with no regular physical discomfort due to temperature, noise or dust. Outside assignments provide exposure to all of the above including exposure to construction equipment, street traffic, normal driving hazards.
Equipment
Operates personal and mainframe computers, applications, and associated peripheral equipment, as well as other types of office equipment. On some assignments, uses land survey and field measurement equipment and drafting implements and tools.
