Overview
Performs a wide range of advanced level inspections, tests, adjustments, troubleshooting, repairs, calibrations, and installations of mechanical, electrical, electronic, pneumatic, and digital systems. Uses advanced techniques to effectively establish communication and interfaces between new or existing equipment and microprocessors and computers. Uses an understanding of the dynamics of gas flow which is critical to development and implementation of control schemes.
Essential Duties and Responsibilities
- Schedules work assignments to ensure that workforce, equipment, and materials are available to accomplish assigned work.
- Provides work direction to crew members on a daily basis
- As a mentor, trains, instructs, and guides crew members in all aspects of their job duties.
- Inspects work of other employees and contractors to ensure that assignments are completed properly and safely.
- Provides general feedback to supervision as required.
- Operates and directs others to operate facilities to achieve and maintain optimum efficiency.
- Performs tests and evaluations, makes necessary changes and corrections to databases or programs, prepare documentation relative to each assignment and mentors region personnel in the utilization of the computer workstations.
- Performs tests and evaluates results to identify causes of data errors or losses. Develops and implements plans to effect resolution.
- Develops and installs application programs for system microprocessors and/or computers.
- Performs routine and non-routine maintenance to programs and databases to maintain data. Uses the most current methods to process data and provide control functions.
- Maintains current knowledge of available technology which may have potential use or impact on the system. Makes recommendations for upgrade and replacement hardware and software.
- Asks questions to identify very specifically the requirements of the system. Is comfortable conversing in highly technical terms to technicians, engineers and programmers while equally comfortable and proficient in discussing similar material in non-technical settings.
- Creates clear, concise, and thorough written documentation from information gathered or generated in the course of developing programs, databases, projects, and tasks.
- Perform installations of advanced equipment, develops computer application enhancements and analyzes/resolves problems using electrical, electronic, digital, mechanical, pneumatic, gas measurement, gas flow dynamics, process control and communications theories and concepts.
- Is self-motivated and self-starting and maintains a good working relationship with all contacts.
- Performs high level troubleshooting and problem solving at ETS customer meter installations.
- Performs interactive programming of specialized equipment, i.e., Kaye Digis, RTUs, PLCs, etc.
Contacts
Frequent contacts include ETS customers, Gas Control, pipeline, compressor station, and underground storage facility managers and peers, contractors, suppliers, vendors, regulatory agencies, and staff. Must effectively contact customers. Able to communicate clearly.
Minimum Qualifications
Must successfully pass the Physical Abilities Test. Must possess a valid California Drivers License. Must pass a pre-employment drug test if a new hire or transferring from a non-safety sensitive job. Requires participation in the Companys random drug testing program. Must pass a pre-qualification examination.
Must have 2 years satisfactory experience as an Instrument Specialist or equivalent experience in a related industry.
Desired Qualifications
Strong math skills, including algebra. Strong analytical skills to resolve data discrepancies, creativity and strong problem solving skills. Experience in all areas of ETS operations, i. .e., pipeline, compressor stations, underground storage fields. Mastery of the electronic control devices (i. e., RTU's, PLC's, Digis, etc.) used by the Company. Mastery of SCADA theories and applications, ability to program workstations. Mastery of CEMS/ACEMS devices and requirements. Mastery of gas chromatographs.

May be required to work emergency call-outs and be able to work occasional extensive hours.

Physical Demand
Medium - Frequent lifting and/or carrying of objects weighting up to 25 pounds with a lifting up to approximately 50 pounds, as required. Equipment and materials exceeding 50 pounds are to be maneuvered through leveraging techniques and employees are instructed to work within their optimum carry ability and use lifting devices, carry aids (e. g. hand truck) and/or request assistance.
Environmental Conditions
Work is primarily outdoors, occasionally indoors in an office or control room. May be exposed to extremes of climate and temperatures, high noise levels, rotating and vibrating equipment, rough terrain, occasional work on ladders or high platforms, as well as confined spaces. May be exposed to high pressure gas. May be required to handle hazardous materials, and hazardous waste.

Operates or uses a variety of hand tools and test equipment such as frequency selective voltmeters, volt-ohm-ammeters, signal generators, oscilloscopes, gauges, hand-held electronic instruments, desk top/laptop computer.
